1. No one is allowed on the fairgrounds or allowed to park and leave any type of vehicle on the fairgrounds prior to 4:00 PM on Thursday, September 18.
2. The drawing for consginor numbers for selling birds in the main arena will be held in the main arena at 6 PM on September 18.
3. The drawing is open to HOAGBA members as well as non-members.
4. Residents of Kansas participating in the drawing will have to have an NPIP form from KS indicating the number of birds blood-tested for the auction. They will also have to state the total number of cages they have to consign as pigeons, doves, ducks & geese do not have to be blood tested and rabbits would not be listed on the NPIP form.
5. Out of state consignors participating in the drawing will have to present a Kansas Import Permit, an NPIP form from the state in which they reside indicating the number of birds blood tested for the auction as well as a general health certificate. They will also have to state the total number of cages they have to consign (see #4).
6. The drawing will be per truck-trailer or pick-up load. If one person is hauling for 2 or 3 people in one truck-trailer or pick-up, one number will be drawn. Each person must present an NPIP form for his birds. Birds would be checked in under each person's name (i.e. 6a & 6b) and each person would be issued a check. If two people are hauling for one person in two trucks-trailers or pick-ups, that person will draw two numbers and he will have to indicate how many cages are in each load.
7. As numbers are drawn, one of the consignment clerks will record in a notebook, the name of the person who drew the number and the number of lots that person is consigning beside the number the person drew. The number drawn may not be reassigned, traded, sold, etc. Anyone failing to comply, will not be allowed to sell. Once the drawing for consignment numbers begins, no one will be allowed to transfer birds from one vehicle to another. Anyone failing to comply, will not be allowed to sell. A consignor will not be permitted to check in or run another consignor's birds through the auction on his NPIP form. Anyone failing to comply, will not be allowed to sell.
